snippet exists. The dialog starts with the highest numbered saved version
of the snippet, else with the snippet itself, and the user can load another
saved version. Content that differs from every saved version is saved in
the project without overwriting a file: a plain snippet as the snippet
itself when the project has none, else as the reserved sibling
<name>-<n>.md; a package snippet always as a numbered version under
.vloopex/prompt-snippets/vloop/<package>/, where <package> is the
resolved package, the same for each spelling of its reference.
